Oscar Llort

Founder, President and Chief Executive Officer

​Oscar Llort serves as the Foundation’s Chairman of the Board and Director of Operations, contributing more than thirty years of broad executive experience in general business, technical, manufacturing and marketing management.

Oscar started his professional career as a production plant assistant manager and later, as CEO of a manufacturing corporation. He was also responsible for introducing to the European market the first line of high-tech security products for business and governmental security defense applications.

He relocated to the U.S. with his family in the early 1990s after a rewarding early professional career.

He has been married to his wife, Monique, for over 40 years and has three adult children.

Victoria Llort

Senior Vice President of Philanthropy and Public Relations, Board Member

A seasoned public relations professional with a Master’s degree in Political Science, Victoria has built her career in local government and non-profit organization management. She brings proven expertise in marketing strategy, community outreach, philanthropy/planned giving, and communications.

She represents the current and future culture of the organization and serves with authentic leadership, empowering others and spurring innovation.

Victoria is American Outreach Foundation's key spokesperson, and represents the organization in all professional business capacities.

Victoria currently works as the Government and Regional Affairs Officer for the Coachella Valley Water District.

Dennis Coleman

Treasurer, Board Member

Dennis is a retired, 35-year local government financial professional. He served in various financial and accounting positions for several local governmental entities.

Dennis currently serves on the Board of Directors of the Valley Sanitary District in Indio, California. - a California Special District governed by a locally elected Board of Directors.

Dennis has two daughters, Kayla Davis and Kierra Coleman, and two grandsons, Cole and Brodie. Dennis attended Alliant International University (AIU) in San Diego, where he received his B.S. degree in Business Administration in 1978.

Arthur Llort

Vice President, Board Member

Arthur is a California-based attorney, with a Juris Doctorate (J.D.) from the University of San Diego School of Law and undergraduate degrees from the University of Redlands in History and Economics.

Currently Assistant General Counsel for global executive search firm Spencer Stuart, Arthur's legal specialties focus on privacy and commercial contracting.

Arthur serves as the Foundation's general counsel and as a board member, offering an experienced perspective on the nonprofit space.

Valentine Kephart

Secretary, Board Member

Along with a Masters’ Degree in Library Science & Management from San Jose State University, Valentine brings fifteen years of fundraising experience and a unique business take.

Currently, she serves as Children’s Librarian at the Rancho Mirage Library.

A seasoned American Outreach Foundation board member, Valentine also contributes as Assistant Director in the Foundation’s operations.

American Outreach Foundation recognizes the importance of diversity in the composition of its corporate board. We believe that diversity of thought and perspective, complemented by a broad range of experience, skills, and personal attributes, creates an effective team with a business mindset and an unceasing commitment to serve.

Donna Weeks

Board Member

Donna is a retired organization development consultant and former teacher/adjunct professor.

With a Master of Education degree from the University of La Verne, and a rich background in education, marketing and business, Donna eventually founded her own consulting business.

For over 30 years, she partnered with client organizations to design and present training programs to improve productivity, develop leaders, promote teamwork and improve customer satisfaction.

She has also worked with work teams at all levels to create strategic plans, team building off-sites and conflict resolution interventions.

Donna’s clients have included: Intel Corporation, UC Santa Cruz, the Indian Health Service, California’s Employment Development Department, Applied Materials, AT&T and more than 50 hospitals nationwide.

Monique Llort

Board Member

Monique is a retired office manager of a medical equipment wholesaler and a former K-8 school librarian. Her career brought her into contact with staff, customers and users at all levels and she is adept at providing information, solving problems and building relationships.

Monique brings her valuable experience, along with an energetic, philanthropic commitment, to the AOF Board. She has been married to her husband, Oscar, for over 40 years and is a proud mother of three adult children and four grandchildren.

Russell Wong

Board Member

Russell grew up in New York, relocated to Southern California in 1996, and has been a full time resident of the Coachella Valley since 2013.

He holds a Bachelor of Science Degree in Computer and Systems Engineering and also a Bachelor of Science Degree in Physics.

With a background in the Information Systems and Healthcare Industries, Russell is an accomplished and passionate computer engineer and brings specialized skills and technical experience from his field.

Russell began his relationship with American Outreach Foundation as a volunteer for many fundraising events.

Fran  Barborak

Board Member

Fran offers a lifelong experience in accounting and financial preparations in the business and corporate field.

Fran contributes with dedicated voluntarism and professionalism to effectively carry out the supervisory responsibilities of the accounting process.

Fran insures that the preparations and financial statements of the Foundation are in compliance.

Ernesto Rosales

Board Member

A lifelong resident of the Coachella Valley, Ernesto is actively involved in various charitable organizations in the community.

Former Board President of the Greater Coachella Valley Chamber of Commerce, Ernesto contributes to the board of the American Outreach Foundation as a reputable public figure recognized for his altruistic heart, high energy, and savvy professionalism.

Russell Curtis

Board Member

Russell is an insurance professional who was born in Southern California. He contributes more than thirty years of business, strategic planning, team building, customer relations, marketing, and risk management experiences.

Russell currently works for NFP Property & Casualty Insurance Company, is married, and holds a Bachelor’s degree in Business Administration and Marketing.

Russell is passionate in his philanthropic activities and fosters community outreach, self-empowerment, and innovation.

Charlie

Administrative Assistant

Charlie serves as American Outreach Foundation’s Administrative Assistant.

Charlie is a rescue Doberman Pinscher from the Riverside County Animal Shelter in San Jacinto.

In Charlie’s words, “I was left overnight in a drop box. Scared and all alone, I didn't know what was going to happen to me.

Now, I am so happy! I even wish my tail would wag faster! My favorite hobbies, when not going to the park to exercise, are going to work every day and being the gatekeeper at the Foundation’s office!”
